Roger Campbell, Sr., has spent more than four decades working inside organizations where operational reliability, judgment, and continuity mattered. He began his career supporting federal contracting environments in Washington, D.C., coordinating systems solutions for members of the United States Senate and Congress, military leadership, and diplomats representing countries worldwide. From the beginning, his work centered on designing systems for environments where precision and discretion were essential.
He later worked closely with leading law firms, medical institutions, and insurance organizations across the Philadelphia region, helping professional environments improve workflow efficiency and documentation systems. During that period, he supported 19 of the top 25 law firms in the Philadelphia market, designing solutions tailored to how complex practices operate day-to-day.
His responsibilities expanded to executive-level operational leadership within a major credit card processing organization, where he held signing authority exceeding $2 million and collaborated directly with governors’ offices and state agencies on site-selection strategy, workforce expansion planning, and employment-related development funding.
He later served as Senior Vice President and Director of Operations, overseeing multi-state contact center environments with more than 3,000 seats. In that role, he directed large-scale workforce strategy, vendor relationships, purchasing decisions, facility development, and operational expansion across multiple locations, while leading teams ranging from early-career employees to experienced specialists and senior operational leaders.
At each stage of his career, Roger began to notice a pattern that recurred across organizations of every size. Critical operational judgment often lived inside experienced individuals, yet extraordinarily little of that knowledge was intentionally transferred before the transition occurred. He first observed this in federal environments early in his career and later saw it become increasingly visible while overseeing multi-state operations and working with organizations internationally.
Over time, that observation became a clear leadership concern. Many organizations were carrying essential institutional knowledge inside people rather than inside systems, creating avoidable continuity risks during periods of transition, growth, and succession. After seeing this pattern repeatedly across industries for decades, Roger decided to bring this conversation forward so that leadership teams would have a structured way to preserve what previous generations of employees worked years to build.
Today, as the Founder of Over 60 Dam, LLC, he works with leadership teams to identify where critical experience resides within their workforce and how to transfer that knowledge to strengthen stability, continuity, and the next generation of leadership.
